A Message from the Chief: LTC Alfranda “Al” Durr

Dear Service Members and Families of the National Guard,

Sexual assaults are the most underreported crime in the nation, leaving those assaulted without resources or support. The Sexual Assault Prevention and Response program represents a new way of thinking about sexual assaults for Service Members. Our program focuses on taking care of the sexual assault survivor, while placing great emphasis on prevention through education and training at all levels of the organization.

Every member of the National Guard Family is an extension of the communities we serve and strive to protect. They deserve to be treated with dignity and respect. We must continue to remain vigilant and steadfast in our efforts, as sexual assault "Hurts One, Affects All."

With the elimination of sexual assault in the Military as our goal, we remain unwavering in our pledge: "We Won't Let our Guard Down."

LTC Alfranda "Al" Durr - Chief, Sexual Assault Prevention and Response Program National Guard Bureau

LTC Durr enlisted in the Washington Army National Guard (WAARNG) in September 1981 and held the rank of Private First Class prior to receiving his commission as a Second Lieutenant through the Washington State University ROTC program in December of 1984. LTC Durr has served in numerous positions: Executive Officer and Platoon Leader 783rd Transportation Company, Port of Tacoma, WA, WAARNG; Assistant S3 144th Transportation Battalion, Port of Tacoma, WA, WAARNG; Company Commander, 1118th Transportation Company, Port of Tacoma, WA, WAARNG, Assistant S1, 96th Troop Command Headquarters Tacoma, WA, WAARNG; S1 181st Support Battalion, Seattle, WA, WAARNG; S3 181st Support Battalion Seattle, WA, WAARNG, Transportation Motor Officer 181st Support Battalion, Seattle, WA, WAARNG; S3 181 Support Battalion, Seattle, WA, WAARNG; Human Resource Office/ Equal Opportunity Officer State Headquarters, Camp Murray, WA, WAARNG; S2 96th Troop Command Headquarters, Tacoma, WA, WAARNG, Executive Officer Recruiting and Retention Command, Camp Murray, WA, WAARNG, Equal Opportunity/Diversity Officer, Army National Guard Readiness Center Arlington, VA; Chief, Reserve Component Transition Branch, Human Resources Command. He currently serves as the Chief, Sexual Assault Prevention and Response Division, National Guard Bureau.

His military education includes the Reserve Component National Security Course, Command and General Staff College, CAS3, Transportation Officer Advance Course, Transportation Officer Basic Course, Defense Equal Opportunity Management Institute (DEOMI) Reserve Component Equal Opportunity Advisor Course Analyst Course and Counter-Intelligence Officer Course.

LTC Durr holds a Bachelors degree in Psychology from Washington State University. He is currently working on MBA from Touro University. He is a graduate of the Washington State Criminal Justice Training Commission.

His awards and decorations include: Meritorious Service Medal (2 Oak Leaf Clusters), the Army Commendation Medal (2 Oak Leaf Clusters), Army Achievement Medal (4 Oak Leaf Clusters), National Defense Service Medal, Army Service Medal, Humanitarian Service Medal, National Service Ribbon, Global War on Terrorism Ribbon, Good Conduct Ribbon, and the Army Staff Identification Badge.

Mission Statement:

The National Guard Bureau is committed to eliminating incidents of sexual assault by instituting a comprehensive policy that focuses on increasing awareness through prevention and education, victim centered support, intimidation free reporting, through investigation, and accountability for those who commit sexual crimes
