The National Guard Bureau is an active part of the Department of Defense initiative to provide Policy, Education, Prevention, Victim Services, Incident Response and Data Reporting/Collection in order to eliminate sexual assault in the military.

Summary of Program Policy
The Sexual Assault Prevention & Response Program (SAPR) provides education, prevention, training, and communication with leadership for members of the National Guard. Trainings include initial awareness training, annual refresher training, bystander intervention training, and Sexual Assault Response Coordinator/Victim Advocate training. SAPR communicates with Leadership through:
- Ensuring the Command understands its responsibilities for sexual assault victims
- Facilitating commanders training on program implementation (via the JFHQ SARC)
- Ensuring communication reflects Victim Focus
- Promoting a Command Climate that facilitates SAPR implementation
The Joint Force Headquarters Sexual Assault Response Coordinator must be trained by NGB staff on joint procedures and Service Specific Information through the standardized curriculum. Using NGB-approved standardized victim advocate curriculum, the JFHQ SARC will provide initial and annual refresher training (minimum of 8 hours) to Victim Advocates as well as deployment training (per the
DoD Instruction 6495.02). Responsibilities include:
- Center of Gravity for Program management within each State
- Victim Support Services and Incident Response Responsibilities
- Assign a Victim Advocate
- Provide Crisis Intervention (non-clinical)
- Ensure victims receive medical, counseling services
- Provide referrals for services
- Facilitate ongoing non-clinical support
- Establish Policy/Process Guidance
- Statement of Understanding
- Facilitates Monthly Status Updates
- Provides 24/7 Response
- Ensure security forces complete background checks for Air Vas
Data Reporting and Collection is accomplished through the completion of the DD Form 2910 (Victim Preference Form) and includes the following protocol:
- Completion of DD Form 2910 – Victim Preference Form
- Contacting NGB-J1 Sexual Assault Prevention & Response Program to provide a Verbal report within 24 hours via phone
- Entering information into GKO (Restricted) Site within two (2) weeks
- Notification to Command (if restricted limited non-identifying information provided)
- Completed State Status Scorecard – for Chief, National Guard Bureau
- Army National Guard – additional to NGB - Army Reporting System – Enter SADMS
- Air National Guard – additional to NGB - Submit Air Force Quarterly Reports
- Conducting monthly Sexual Assault Prevention and Response Committee (SAPRC) Meeting and upload Agenda and Minutes in GKO
The NGB Sexual Assault Prevention and Response Advisory Council (SAPRAC) advises, assists, and provides recommendations to improve the Sexual Assault Prevention & Response program. Responsibilities include:
- Advise and Assist J1-SAPRO
- Advise and Assist Director of Air National Guard
- Advise and Assist Director of Army National Guard
- Advise, Assist and provide recommendations to Chief National Guard Bureau
- Promote cultural change
- Channel of communications between JFHQ SARCs and NGB-J1
- Identify issues, gather information, and develop solutions at the lowest level by regional representation
