What we do

Each State has assigned an individual to serve as the Joint Force Headquarters Sexual Assault Response Coordinator (JFHQ SARC). Under each state there are Army National Guard and Air National Guard units. The requirement for each service is as follows:


Army National Guard

  • Brigade or equal will have:
    • One (1) Deploying SARC assigned (they are VAs while in State)
    • Two (2) Victim Advocates (can be utilized as the Deploying VAs)
  • Battalion or under will have:
    • Two (2) Victim Advocates (some units assign a DVA down to the Co level)

Air National Guard

  • SARC - Wing levl SARC has been assigned to the Wing Executive Support Officer (WESO) per ANG Director Policy. Some states have assigned this position to another officer who must meet Air Force standards, receive NGB prior approval and attend NGB SARC Training.
  • VA – Assigned to GSU and throughout the Wing level. Must meet Air Force Standards and attend NGB approved 40 hour training for certification.

    • SARC Responsibilities
      • Must be trained by NGB trainers with Service Specific Information
      • Receive Mandatory 40 hour training
      • Train Victim Advocates with NGB approved 40 course
      • Provide Deployment Training IAW DoDI 6495.02
      • Center of Gravity for Program management within each State
    • Victim Services and Incident Response Responsibilities
      • Assign a Victim Advocate
      • Provide Crisis Intervention
      • Ensure victims receive medical, counseling services
      • Provide referrals
      • Facilitate ongoing non-clinical support
      • Establish Policy/Process Guidance
      • Statement of Understanding
      • Facilitates Monthly Status Updates
      • Provides 24/7 Response
    • Data Reporting and Collection
      • Complete DD Form 2910 – Victim Preference Form
      • Report verbally to NGB J1 SAPR within 24 hours
      • Enter information into GKO (Restricted) Site within two (2) weeks
      • Submit Executive Summary signed by Leadership
      • Notify Command (if restricted limited information provided)
      • Complete State Status Scorecard – for CNGB
      • Army National Guard – additional to NGB - Army Reporting System – Enter SADMS
      • Air National Guard – additional to NGB - Submit Air Force Quarterly Reports
      • Sexual Assault Prevention and Response Committee (SAPRC) Monthly
  • NGB Sexual Assault Prevention and Response Advisory Council (SAPRAC)
    • Advise and Assist J1-SAPRO
    • Advise and Assist Director of Air National Guard
    • Advise and Assist Director of Army National Guard
    • Advise, Assist and provide recommendations to Chief National Guard Bureau
    • Promote cultural change
    • Channel of communications between JFHQ SARCs and NGB-J1
    • Identify issues, gather information, develop solutions at the lowest level
